This is tough. the answer most will go for is the VW Bug. But that would be wrong, as the bug was first produced in 1938, with 1933-1935 being the major part of it is development. By 1938 all design & development work was done.

The next best suspect would probably be the Porsche 64 (aka Typ 60K10). but again, some version of this had already appeared as much as a year earlier, but there was still design work on going during 1938, making this a better answer than the Beetle. But it was under development in 1937 as well.

And the military projects that Porsche working on in 1938 could hardly be considered car models. which leaves but one choice:

The 1939 Auto Union D Type. the final evolution of the D Type as the war would intrude & make this the last one produced. While based on the 1938 car, it was considered a separate car model & was designed entirely during the preceding year in preparation for the 1939 season! And the D Type is a pretty amazing machine (one of Dr. Porsche is best designs).

So, l suspect that the Beetle will be the most common answer here, but the correct one would be the '39 AU D Type.

The Volkwagen! or the People is car. l think he may have also made a Auto Union racecar for a race in Europe, but never got used because of World War 2.
